About the project Edit

The space for dialogue can be defined as a framework for meeting, inquiry, dialogue and exchange on a subject or theme that allows reflections to be coordinated and piloted between elected representatives (communal level) and citizens (community level) in terms of their active participation in developing the commune.


The commune of Zinder IV is one of five (5) communes of the urban community of Zinder. It is located in the northwesernt part of the Zinder Urban Community and is bound to the:

• east and north by the commune of Zinder III
• south by the commune of Zinder I and the rural commune of Droum
• west by rural commune of Tirmini

It is made up of seven (7) urban districts and twenty-three (23) villages. This municipality has a legislative body, municipal council with eighteen (18) councillors, fourteen (14) of whom are elected with two (2) women and four (4) full members.

The innovative approach of the dialogue space, or zawré mahawarra in the local language, consists of gathering all community-based organizations (CBO) around the ideal of developing the commune. A particular focus is placed on the effective participation of women in local decision-making, meaning at the commune level.

The working principle of the dialogue space :

The first stage of the dialogue space consists of creating a large awareness of the commune’s CBOs. CBOs at the commune 4 level are made up of:

- women’s groups
- the crazies or young people’s organized structures
- opinion leaders (holy man, moral person)
- traditional authorities (like district village and group chiefs or tribal leaders)

The goal of creating awareness is to inform the CBOs that commune development requires everyone’s contribution.

The second stage consists of gathering all the CBOs in a general assembly at city hall.

The third stage is implementing specialized commissions in the following areas:

- rural development
- the environment, sustainable development and management of natural resources
- finances
- general and institutional affairs

The fourth stage is that each commission choses a theme (in their field of expertise) to discuss, identify difficulties and suggest possible solutions.

The fifth stage is drawing up a report and submitting is to city hall for execution.
