About the project Edit

Colibri is a pilot project being used to develop an urban management collaborative platform for the communities of the neighbourhoods in Caracas (Venezuela). This platform uses Web 2.0 technology, which will help manage certain urban problems in informal and self-produced neighbourhoods ("barrios", "favelas", "slums"), such as concerns that relate to having access to essential services (water, sanitation, waste collection, etc.) and public services (schools, community centres, public spaces).

Led by two Frenchmen in the field with the inhabitants of the barrios, this project makes extensive use of online tools in order to ensure that sharing and transparency of the processes are underway. The Colibri Project is led by Simon Sarazin and Sylvain Maire, from NGO Colombbus - an association that pursues education and vocational training for disadvantaged groups, with the help of Internet tools.

With the information collected, Colibri can provide an overview of the community. This allows to see what has been done and what needs to be done in terms of development. Thus, governments, NGOs and companies know what are the needs of the community and can better address those needs. It's also a way for those responsible for these communities to assert their needs in an objective way, which makes it possible for those on the outside to easily understand the complex reality of the situation. For example, knowing precisely where are the dilapidated houses in an area, lets the community know who is most vulnerable in the event of an earthquake (preventing disasters through cartography).


In what ways is this project unique and creative? Edit

The Colibri Project is a creative way of using ICT systems for participation and local development. It is a 2.0 tool developed as a conjoint effort. The aim is to have the local residents set up, add to and manage the database. They can use the database to make decisions in a participatory manner and monitor the actions as they happen.

What is the social value of this project? Edit

The main objective is to provide a tool for the neighbourhood council in southern cities, to collect, manage and analyze the information from their urban area. This interactive tool, can encourage resident participation and have them take advantage of technology that can help reduce the technological gap. In the long term, it is a free tool, which can be shared with communities that are facing professional difficulty understanding the socio-cultural complexity of their neighbourhoods.

What is the potential of this project to expand and develop? Edit

Colibri will be free and offered to all communities. Through this tool, the information is collected and processed by residents to address the essential concerns and their resolution of development issues - in particular contexts.
